Miguel Ángel Ubaldino Romero Álvarez, born on February 18, 1967, in Asunción, Paraguay, is a diplomat with over 30 years of distinguished service in the Paraguayan Ministry of Foreign Affairs. Fluent in Spanish, English, and Portuguese.
Ambassador Romero earned a Master’s Degree in National Strategic Planning and Management from the Institute of Higher Strategic Studies in Paraguay in 2004 and completed a Diploma in Diplomacy at Oxford University in 1995. He is also a graduate of the Diplomatic and Consular Academy in Paraguay and holds a Bachelor’s Degree in English Language from the National University of Asunción.
Throughout his diplomatic career, Ambassador Romero has represented Paraguay in key postings, including serving in Venezuela, Israel, Belgium, the Netherlands, Luxembourg, Chile, European Union, and at the United Nations. He has played a critical role in negotiations between MERCOSUR and the European Union, as well as within CELAC-EU and UNASUR frameworks.
He was promoted to the rank of Ambassador in 2018 and subsequently led efforts as Director General of the Anti-Corruption Unit and President of the National Boundary Demarcation Commission. Since June 2024, he has served as Paraguay’s Ambassador to the Republic of Korea, presenting his Letters of Credence to President Yoon Suk-yeol in October 2024. He is also non-resident Ambassador to the Kingdom of Cambodia, Republic of the Philippines, Mongolia and the Republic of Singapore.
